The original building was designed by Daniel Burnham, and a 1933 addition was designed by one of Burnham’s associates. A $5.5M budget was set aside for the seismic upgrade. A local architect had put together an upgrade scheme which was not sensitive to the historic character of the building. Steinberg Hart did a room-by-room assessment which determined that the true cost of restoring the facility was $18M.

The thoroughness of his analysis convinced the county to go ahead with the full upgrade which restores the ceremonial courtroom to its original grandeur and re-establishes the building to its rightful place among the state’s architectural treasures.
